It'd be easier to just have someone rehost the file on a non-cloud server so that you can use wget or the like. According to someone more familiar with this stuff than I am, OneDrive's behavior may break such programs -- referrer header checking, dynamic URLs, etc.
This, of course, implies that you have wget; it's old enough that you should be able to run it (there's still a valid, available version for MS-DOS that's apparently still being updated).

Frankly, there's not that much Win XP software readily available anymore.

I tried to download it, but it keeps cutting out halfway through. My lousy
AT&T connection, less than one mbps, is not good enough. Unfortunately, it's
all I've got.
Could you split the files? Maybe into a hundred mb each. I think my
connection can download that file size.

sure to set the "Advanced" settings properly. You can create a .bat
reassemble file.
