SHIELD deals with global threats. One psychotic hedge wizard from a
podunk country does not constitute a global threat until and unless he
succeeds in taking over the entire country and launch a genocidal attack
on everything else.


More meta, there's the rule that you can't give Frodo a lightsaber
unless you give Sauron the Death Star, or your story will get boring very
fast.

Still, it's not inconceivable that after the attack from book 1 happens,
Tony will start taking an interest even if SHIELD can't officially
intervene...


That said, I think it's worth writing a bit more in this story; it's got
potential and I'd love to see where it goes.
