Guess I wasn't sufficiently clear in the paragraph.
They weren't talking about the underage magic law, but the law against
performing magic in front of muggles.
Which ties directly into the underage magic law unless said child
employs magic in direct self-defense.
Not to deal with a bully, not to cause pranks, direct self-defense.
