No, blast it! It wouldn't be fine at all if Harry did it. The reason for
the law against underage wizardry is because the Ministry of Magic doesn't
want tens of thousands of Sabrina Spellmans running around endangering the
public with their bungled spells. While Harry Potter seems to be
freakishly gifted and infallible in this story, they aren't going to write
their law with "except for Harry Potter because he rules".
Guess I wasn't sufficiently clear in the paragraph.
They weren't talking about the underage magic law, but the law against
performing magic in front of muggles.
