Well, 'positive side' as defined my Minako.

Although the appeal of a benevolent dictatorship such as Usagi would mean
for the most effective form of ruling. Not necesarily the best.

Actually Legend of the Galactic Heroes addresses this, though no one would
call the Kaiser benevolent as much as he has defeated all of the corrupt
preceeded him. Yang Wenli would  probably have been content to allow him in
charge if he was immortal.

A billion or two, but it was just as well since the world was overpopulated.
It just meant that would be able to introduce a zero population growth plan
