The latest RPG-7 round can penetrate 60cm of rolled homogeneous armor,
and I would suspect that would ruin the day for any youma, to say

Armor piercing rounds would be useless since they would go through the
creature instead of stopping it and 9mm handgun rounds would tickle it. For

What about 9mm rounds fired from a submachine gun, or larger rounds such
as 0.45 ACP or 10mm? I doubt any of those are going to actually outright
*kill* a youma, but conservation of momentum is a bitch ;) 

The 30mm chaingun on an Apache is probably overkill for your
bog-standard youma and the reaction time is too slow to get them in the
air and shooting (never mind that I'd much rather plant a Hellfire on it
and not risk being hit by whatever magic the youma has). Perhaps some
armored cars armed with a 20mm gun (or even a 0.50-cal) on patrol?

The real problem for the military is that Youma (According to SM Mythos)
teleport in, then run amok. This ability to just appear means that it would
take minutes to hours before a response could be mustered and by then the
thing would gate back out before the military could blow it away. Plus,
teleportation of any kind is a huge tactical advantage that would really
ruin the day of any modern soldier.

I would suspect that local police, well, *everywhere* will start
sporting, at the least, M16s and their variants plus the M203 grenade
launcher attachment. That might give enough time for squad cars to pin
down a youma in time for, say, the SWAT team to arrive with RPGs and the
like. If things get bad enough, they might just start arming all of the
police with heavier weapons to deal with the enemy. 

Of course, said grenades might just do the trick. 

An expensive thought is if various scientists can figure out a detection
routine (perhaps Mercury can analyze the 'emissions' with her computer).
If such events bring out enough energy, one could start placing sensors
all over the place to give rapid-warning of a teleport. Perhaps mass
teleports could then be detected with some sort of satellite.
