IIRC, Pansuto Taro has a dragon-hide vest, but not bracers (not to
mention, he's not, as far as we know, a prince).  The only other Ranma
1/2 character (that I can think of) who might have something to do with
dragons would be Herb, and considering his heritage, he's as likely to
have something made of dragon hide as of human hide.

You're making some very strange assumptions here.

Suu's brother is a prince. And appears in the Love Hina anime, if not the
manga (IIRC, he was never shown in the manga).

Suu's brother is not a Ranma 1/2 character. He is a Love Hina anime
character.
