Ditto for the Sailor powers. Here's one possibility. In the First Doctor
episodes the idea of Timelord regeneration is absent. (Remember that "canon"
in fiction is often post-facto justification for shortcuts that help the
series maintain a forced continuity.) So, presumably, Susan will regenerate
at some point. And the senshi are "reborn", too. Compatible spirits might
well seek out suitable hosts... and who better to incarnate the Sailor of
Time than an inidividual who herself has a round dozen of lifetimes to look
forward too, as well as the inherent Timelord affinity for temporal
manipulation? Of course, regeneration is not reincarnation. Setsuna/Susan
may not be an entirely reconciled cohabitation of souls...
Hmmm. Interesting possibility. ALternately, she may later travel back
in time to the Silver Millenium and end up as one of Serenity's advisors,
taking on the mantle of Sailor Pluto when the senshi team is formed.
Alternatively: Susan never seems in the time we know her to show any of the
potential of her Timelord heritage, either. She is effectively stranded in
the Dalek invasion of Earth (AD 2160) timeline, sans TARDIS. (Which is, if
I'm not mistaken, not the only or even the main Earth timeline in the Doctor
Who chronology.) Perhaps the opportunity of incarnating Pluto is offered to
her as her one chance to escape, and reclaim her own past. But you can never
go home again, as they say... "At what price X?" is always a good story
starter.
Wellllll, yes and no.
If you accept the canonicity of the NAs and BBCNAs - the novels that
carry on from where the TV series ended - it's made fairly clear that
yes, that /is/ part of Earth's main timeline. WIthin a century after
the war, Earth was out in space again, and doing some empire-building
of its own.
Susan, on the other hand, ended up escaping Earth in a TARDIS she, ah,
appropriated, from a certain well-known renegade time lord, when said
renegade paid a visit to 2190's Earth and got up to his usual antics.
(It also ties neatly into certain televised DW eps, but cuts across
several timelines to form a nifty little knot...)
