Effect can also be a verb, meaning to "cause to come into
being", while affect means "to influence," or "to pretend
to."
And, for that matter, affect can also be a noun, but it has
a rigid meaning and is rarely used outside of psychology.
Letting that aside, the correct word in this case is
"affect", as he plans to influence the world, rather than to
create it.
