Um  red light.  First Japan doesn't have "Department of...." is have
Ministries... ie "The Ministry of Foreign Affairs."  Next the Japanese
don't
NEED a "Billl of Rights."  The 1947 Japanese constitution contains
protection of more rights than the US constitution then and now.  And so
they sure as hell do have freedom of press and speech...rather its the
interpretation of the constitution and laws by the courts and government
that limit people's freedom (not that anyone here is really aware of any
different).  Additionally who the hell do you think wrote the 1947
constitution??  It sure as hell wasn't the Japanese....so try again.

Actually, while the Japnese _constitution is written by the US, the way they
VIEW it, is distincly Japanese.  And, courts have in the past, and will in
the future ingorne the written law in favor of the culutral mores.
(and, yes.  The courts _will_ toss the constitution right out, if they feel
it
fits the mores...)

One item.
17 year old girl.  Totally leagl to "indugle" with, by any law.
However, I _know_ for a fact, a "Gajin" was sent to jail, for a dammed long
time, for having _willing_ sex with her.

So, we wrote it, yeah.  Is it followed?  Yes, and no.  For all effects, it's
given lip serivce.
What most people miss, seriously... is Japan's _still_ basically fedual in
it's thoughts.  So, while
you are _de jure_ right... Allyn's dead on in the _de facto_ view.  If the
Japanese gov't doesn't want
something to make the news, it won't.  Period.

Remember, Japan is a land of Masks.  Pay attention not to the Masks, but
what lies under them,
if you can see what's under them, that is.


Essential Japan is a top down culture, although some would say once in
awhile some one crops up to change things.... ie  Shigeru Yoshia,Yasuhiro
Nakasone, Junichiro Koizumi and Makiko Tanaka.  They believe in leaders
are
born not made.... take that as you will.  As far as bookeeping goes...
this
country is notorious for its lack of transparancy in business.  It won't
be
a problem to hide some group in the books if you tried....

Heh, heh.  This isn't a joke.  This is accurate.


That idea about how the ninja still exist today isn't bad.  You just need
to
work out the occupation (1945-1951) period.  The Japanese government was
answering directly to SCAP (Supreme Commander of the Alllied Powers) which
was Douglass MacArthur, however it is used to refer to his whole
administration.    Thus  it is possible that they were kept secret under
their nose, I think it'd have been a bit hard, making things border on
improbable.  A possible way for them to make it through is to have gone
into
hiding when the occupation forces came... moved out to the countryside and
became farmers until called upon.  The occupation had fewer troops out in
the country, like Yamagata, Aomori (but there is a base nearby in Akita
prefecture), or down south in Miyazaki, Kumamoto....you get the drift....

Well... not as hard as you think.
First, Japan had TIME to destroy most, if not ALL it's really nasty records.
Second, how would you (example) know that... "Gardener, Royal palace"
was really a ninja?

So, all the Japanese had to do, to keep them hidden, was destroy the one set
(if it even
existed on PAPER, that is) of who was _really_ a shinobi.  Not a problem.
All they'd have
to do is make a backup copy, and simply bury it somewhere, or just remember
who to contact.

Not a problem.

(Note, this is assuming that the shadow warriors DO exist. Tatame says
Shinobi are just a myth. :)
And on hiding? Shinobi Hide in plain site, to BEGIN with.  It's _very_ rare
to know who a shinobi is,
at least that's what the "myths" say.  Why do you think they wore/wear
masks, pray tell?
