I'm not sure myself. As I keep rereading the passage, I get this feeling
that Tsunami/Sasami is trying to say, "Please don't blame me, I was
desperate. It's not my fault I can't control myself!" That kept me from
feeling sorry for her.

Thing is, I wanted to forgive her.
I think the best course of action would have been to slap Sasami out of it
before she merged. Too bad Tsunami was the one person who couldn't do that.
Dissatisfaction on the part of the others was always a conceptual part of this
merger. While Tsunami initiated it out of a sense of compassion for Sasami (and
perhaps a small bit of worry), it was done for the wrong reasons. Tsunami
realizes that *now*, but she can't unassimilate, and the emotional damage to her
sister and Ryouko has been done.
I think this also points out that Tsunami the goddess was, perhaps, not so adept
at human interactions and let giddiness over courting Tenchi temporarily blind
her to what others were feeling.
