Non-profit motives are merely a factor to be considered, not an excuse.
The reasons nobody bothers are many and varied but can be summed up=20
with that it is to complicated to track down the fanfic authors and that
there are no effective ways of regulating on the Internet.
People are working on the latter (things like liability for =
sevice-providers),
but I haven't had time to study that part yet.

The disclaimer, like the non-profit motive, is merely a mitigating =
