This all depends on perspective. Example, if the story is told from
Akane, Ukyou, or Shampoo's perspective, Ranma, no matter the form he's
in, is a he. If it's told from one of the Kuno's, when he is a she, he
is reffered to as a she. From third person, for the sake of
description, I feel Ranma-chan should be reffered to as a she.

I disagree on this one point. I think, especially if you're writing a
comedy
or a hentai, that if Ranma is in girl form, then you should use
femmine
terms. Otherwise, you might find yourself writing the phrase "his
breasts"
looks a bit silly, no?
