ok, the original 5 survivors in SMJ were made leaders of their respective
country. They also decided that in order to ensure who is going to inherit
leadership will be those that are direct clones of the original 5 survirors.
That's why Faust and Ieyasu and the other leaders are direct clones, while
everyone else on the planet isn't.

Tokugawas
in the episode in which Cherry arrives. Hanagata explicitly states that
the
Shoguns are all direct clones of the original.
