Well sometimes any ways.
With out the Norns neither the Aesir, nor the
Vanir would exist.  Fates being what they are
can and will act as either or both, sometimes
just to confuse the issue.

It's really a moot point, if you're going by original Norse mythology, The norns are beyond the authority of any God, including Odin.
