In the real world, yes. As would the kidnapping, false imprisonment, and
assault charges that Tenchi could press against Washu for what she did in
that episode. Let's take things in context.

Also remember Washuu hung Ryouko up at the end of episode 13 until she
cried.

And Ryoko is in a whole different category. Washu for all intent and
purpose *MADE* Ryoko. Washu tinkering around with her greatest invention
would hardly be new territory and Ryoko right or wrong would expect this
kind of treatment from her *mother*. AND Washu does consider herself
Ryoko's mother so she probably feels a sense of ownership, just like your
parent would have the right to take you to the hospital for an operation
up until your 18th birthday. NO SUCH relationship exist between Tenchi and
Washu. Remember, Washu herself said that:

Dub: "I don't want to alienate Tenchi."

Sub: "I don't want Tenchi to dislike me."

She could have *SERIOUSLY* pissed him off by changing his sex the way she
did and then hide out in her lab.
