Good question. My own take on the matter is the following:
Whether such an effect would last depends on how it was done. The key
question would be whether the wish that was made can be maintained
without any continuing magical effect.
For example, Akane wishes for a hammer in part 1. A hammer is something
that can exist in our world normally. The magic creates it, but is not
necessary to keep it functioning. Thus the effects of the hammer (i.e.
the bumps on Ranma's head) can persist after the hammer itself
disappears.
On the other hand, suppose Akane wishes for a magic wand. In that case,
the genie magic would be needed not only to create it but also to
maintain its existence. In this case, anything she did with the wand
would *not* persist -- though secondary indirect effects could, e.g. if
she used the wand to create a hammer and hit Ranma with it, the bumps
(but not the hammer) would persist after Ranma went back to uncursed
form.
So to summarize, if Ranma's powers are used to create something magical,
then the direct effects of that thing will not persist. (Magical, for
these purposes includes any object or effect that could not have existed
without magic.) Otherwise, they will.
