Not really.  Goku doesn't even use it now in his normal form.  *well

The best example of a guy who can compete would be Kuririn, basically
the strongest human, who I would say has at least reached the point
where he has surpassed the first time any of Saiyajins became super.

Uh... That can be argued.
In the Cell Saga Kurirn wasn't as strong as the first super-saiyajins and
after that
he pretty much relaxed on his fighting skills to raise a family.
