Not true. Happi can and does cop a feel off Ranma-chan in the manga. You
could have him go for Konatsu instead, that'd be even more funnier. That's
what I was expecting.

So what if Happi fondles onna-Ranma in the manga.  He knows it is Ranma, so
he can control the amount of chi he takes in, if any at all.  He may just
do it to get a rise out of onna-Ranma.  As for the underwear, he has no
idea it is Ranma's, so doesn't take the same safeguards he would if he were
fondling Ranma.  Therefore, chi overload!
