I don't remember seeing any direct reference to
language skills, but Kasumi does wear a cross, and
may know enough english to at least understand, some
 of the "ritual" prayers. (and maybe a little Latin)
    Because the apparent time frame seems to be at
least post WW2, and to me it seems R1/2 is occurring
in at least in the late 70 to mid eighties, Kasumi,
Nabiki, Akane, and Ranma, should know at least
basic english.
     But don't take my word for it, the deciding
factor is, "How much English do you,the writer, want them to understand.
