I wouldn't say he's been living in civilization all of that time, but
yes.

So you're suggesting that transformations triggered by water is an easy
concept to believe, but not having touched hot liquid for three weeks is
not?  That's a very selective suspension of disbelief.  If it weren't
for taking hot showers in the morning, I'm not sure that I come into
contact with hot water very often.

The real question is:  how much water, and how hot, is needed to trigger
the transformation?  The Takahashi answer is:  whatever suits the author
at the moment.  For my purposes, more than a little water, and fairly
hot.

As for how often Ranma encounters hot/cold water in the manga... that's
also a function of what suits the author at the moment.  It only happens
when it's funny or moves the plot forward in some way.  Nabiki doesn't
get constantly splashed with water, because it would serve no
purpose....
