Transformers was a show made in Japan, hence the anime thing for it.  
But...Beast Wars is a show produced in North America. (If you want to be 
specific...Vancouver BC, Canada).  It's done by the same company that 
does Reboot and War Planets...So you can see why it isn't considered 
anime (in the traditional sense anyways).  By that I mean that it's 
completely computer animated and done by a non japanese company.

But..if you consider Anime to just mean good quality animation...then 
yeah Beast Wars is Anime as are Reboot and Shadow Raiders.

BTW...here in Canada Beast Wars is known as Beasties.  Just as War 
Planets is known as Shadow Raiders.
