"I've got you now!" yelled Ryoga, hand drawn back and
single finger extended. The Blasting Point technique, Ranma
realized. At this range, near-immobilized, it wouldn't finish him off
-- but it would certainly hurt him more than Ryoga. He braced for
the explosive impact.
"Baski Tenken!" Ryoga poked the ground.
    Nothing happened.

Alright, alright, whilst I know that this is a spamfic (gotta love 'em),
an interesting question is brought up. Is crying out the name of the
attack (bakusai tenketsu) REALLY necessary to finish the move?

No. The mature martial artists like Cologne don't bother.

I was always of the opinion that it was the honourable thing to do, to
give ones opponent an opportunity to counter-attack. But, if the
villain truly wanted to hurt/maim/kill/utterly-destroy their opponent,
why call it out and take the chance the good guy would already know the
counter?

Just a question.

In the context of the series, if you know the counter to a technique
you can probably recognise it just by the stance, so it doesn't matter
what you call out.
