	What insights can you share on constitutional monarchies, such as that
practiced in Luxembourg in the 19th century? Specifically,
_near_-absolute power instilled in the monarch, but with a guarantee of
enlightened human rights and social protections engraved in some kind of
a document with binding force. 
	I was thinking that sort of government would be the kind that I'd have
Neo Queen Serenity using in my fic I'm working on.
