Who said that she rolled over and played dead? Simply because she is no
longer operating the Knight Sabers as a paramilitary organization does
not mean that she has been inactive. However, there are other factors
to consider... until the return of Linna, Sylia had every reason to
believe that GENOM had retained Linna's body... and more importantly,
HER HARDSUIT. Ergo, the Knight Sabers' technological advantage is gone.
Before the Knight Sabers could be resurrected, she would have to
re-establish that advantage. This takes time.
Furthermore, there is the psychological factor. For Sylia to recruit a
new team, after the death of one of her old members and the
mental/emotional breakdown of another, would not be an easy thing for
her to undertake. One thing that is VERY clear in Bubblegum Crisis
(esp. in episodes 1 and 6), it is that Sylia feels very responsible for
the young women she leads into battle. A death in the family would be a
devastating blow... especially when she believes it to be her fault.
There are other reasons as well... some of them will be covered in story
terms, as they are barriers to the re-establishment of the Knight
Sabers, even after Linna's return. But I can't discuss that here,
becuase that would be giving away plot elements, now wouldn't it?
