That's right.  The water was also compressed :)

 And I believe the water needs to strike the head in order
to activate the change

I would say chin to upper chest area, actually.  From the two examples
above, and there's also one more - the sakura mark storyline (Vol. 21)
Ranma washes his face to get off some ink but he doesn't change, but when
he sprays water onto Ryouga, he changes.

Of course, there's the time Ryouga tries to learn the Chestnut Fist and
turns into a pig because his hands get wet.
