You're not QUITE right here, Mer.. technically, the Gotham PD has been
instructed to hunt Batman down. It's just that it's so _hard_ to catch him,
don'cha know. <grin> As for all those arrest warrents? pity about that
paperwork logjam.. It's _SO_ hard to get everything done.. you have to set
priorities. Some criminals go to the top of the list, some to the bottom.
<smile> Cynical? Perhaps. But that's the was PD's function in real life,
for that matter. Police can pick and choose the laws they wish to enforce.
Legal? No. But by playing the red tape&paperwork game, they can often get
away with it on technicalities.

Genom Chicago was fried by Largo. The Tower as it existed during Mason's time
would be nonexistent in 2035, replaced by a brand-new facility.
Quincy has this annoying habit of building on the ruins of previous
projects. Literally. If the foundation was still there, he'd simply have it
cleaned up and rebuilding would progress apace. Building inspectors?
Dishonest ones would go home rich. The occasional honest one might go home
with a bad case of dead-ness. ^_^ And if the chamber has been built by
Mason, that means it would be VERY well hidden, which in turn means it's
very likely DEEP underground. Particle beams are nice weapons, but they
don't give great soil penetration. Anything more than 100 feet underground
stands a very high chance of surviving intact. Trust me. This was what I
_did_, when I was still active military. I can show you radiation
pentration charts, but I expect they're already available on the net
somewhere, and it would be a boring waste of bandwidth for the list. A
quick example? 12 feet of just plain soil (144 inches) will reduce the
power of simple gamma radiation by a factor of 1,000,000. Sounds
impossible, doesn't it. But true.

No? The original survived a direct blast from one of the particle beam
satellites. Admittedly, he looked like hand-hammered shit afterwards (See
BGCrash!), but he did survive, and that was with NO protection and no
warning. The Joker may be nuttier than an Akane-made fruitcake, but he DOES
plan ahead. He had _some_ sort of shelter available. We just don't know
what it was.

maybe 'Dr. Victor Fries, aka the infamous Mr. Freeze.' Just word games tho..

no death. Even if there IS a body, you can never be sure.
Joker is bright, even brilliant, but like almost all super-villains, he
tends to leap to conclusions. As do we all. ^_^
Nice story you got going here. I personally cannot wait to see what direction
you run with it; a boomer-ized Joker and what he could do is a VERY scary
thought.
