It's not near the bay at all. Sumida river is to the north-east of
Nerima. Doesn't look like any major rivers flow through it, but Myoshoji
River seems to run to the south of it.
If you draw a line from the Imperial palace directly north-west you get
to the general vicinity of Nerima. Probably abouta 300 degree line from
the palace will take you there. But remember it is a large ward, so it
isn't hard to find if you have a good map.
