The problem with this, as I see it, is that Happosai
as a villain is just too obvious. He's also got enough
obvious weaknesses that derailing any plan he has
shouldn't be a problem.
So why not turn it around? Have Cologne as the
villain, and force Ranma to go to *Happosai* for
training.
Now THAT'S a scary idea. Have we ever once seen Happosai acting in a
serious, non-glomping, non-perverted manner in the manga? I think of all
the fics I've read, I've seen it done... once (off the top of my head) in
Wade Tritschler's "Most Unlikely of Friends" (a good read BTW. Get well
soon, Wade!). I seriously doubt that Ranma would be able to get Happosai
to teach him unless he poses in a bra or something similar to sate
Happi's perverted mind, and that would only last for a short while,
probably. Like Gary pointed out, it's very easy to make Happi's
concentration waver. Gak! Would Ranma have to go around in his onna
form all day wearing a bra just to get Happi to teach him? I doubt Ranma
would go for that. Although if he could get Happi to be his teacher, I
think Ranma would learn some pretty awesome techniques. Provided they
aren't all like the technique RPM created, the "Anything Goes Pressure
Hold Knockdown technique" (see TPOH Act2 Part3 -- you'll understand if
you've read it).
