So why not turn it around? Have Cologne as the villain, and force Ranma
to go to *Happosai* for training.

The only problem with this is that Cologne's *always* the villain. :P

No offense to Cologne fans, but she makes a good villain; she's powerful,
smart, and competent.

Happosai, OTOH, who is also often the villain, is only some of those. :)
