world governments to hand over their power to Neo-Queen Serenity. 
This is
then seen as a hostile threat by the governments of the world.  All of
the
governments are immediately opposed to Neo-Queen Serenity.  When the
crisis
finally comes the world is in the middle of a third world war,
everyone
against Usagi.  This could make an excellent fic but I've no desire to
write
it.  So if any of you want to use this let me know.

   My only problem with this idea is that I can't imaging Usagi
organizing world goverments. Unless there  was food involved.

   Rei said, "Usagi, if you help us organize the world goverments, then
you can goto all kind of fancy bargaining sessions where they'll give
you all the food you can eat."
