As a goddess she had a duty. As a human she is a free agent.
It could be argued that by becoming human, she actually became closer to
Kami-sama by gaining free will (One of the standard interpretations of
"made in God's image").

Which goddess? Artemis or Athena who were always virgins (IIRC)? Hera
(the one portrayed in the myths, not in the TV show "Hercules") who was
faithful to her husband and fond of her children, but jealous of her
husband's affairs?
Keichi saddled with an Olympian goddess would be funny. Consider if it
was Athena. She always thinks that she knows better (which usually would
be the case), is jealous of those whose skills rival hers (remember what
she did to Arachne), and would meddle more than Skuld or Urd. She would
also be far more dangerous as an opponent in a fight.
