As an introduction I'dd like to say that any anime examples of writing
are just off the top of my head and do not refer to specific writers.....
Well, unless I say so.

This is a legitimate question which has been raised here.
This is also something that will almost always happen.
People will have a favorite writer or group of writers which they will
consistantly look for and to for work which they can rely on.
This is something that occured in the world of "published" writers as
well as in the genre of fanfiction. A favorite author can be counted on
to produce a story which has structure and content as well as emotion.
(or maybe you know that no matter what minor grammar or spelling slip-ups
you will always laugh where the author wants you to.)
This has a few problems. Sometimes the writer feels pressured to
produce. produce. produce. and this can lead to denegration of product.
I myself would cite the Valdamar series here as well as the Xanth novels.
  (my opinion only)
Sometimes the author CAN write a more and more of constantly good works
but yes... what happens to the new guy.
I myself make a point of reading my favorites on a consistant basis. I
also try to sample the "New guys"
I also try to look at new topics of stories....smoe don't interest me and
are only saved if a "favorite" writes apiece in an area I may not usually
tread. This opens up the possibility to me of looking at writers I've
ignored because they were writng on the same uninteresting (to me)
subject.
I don't always like what I read but it gives me an idea of who
to look for... and who to look out for.
I also try and look at writers again if they shift their subject
material.
Some writers might suck at writing Eva fics (no matter how they love
them) but shine at Rayearth. looking at them after this change may bring
added interest.

I will also admit that some of my "trials" of new writers are simply
reading the first 1 or two paragraphs. It honestly does make or break it
for me.
I admit that my C&C is not huge or highly visible but when I do I try to
do a group of stories together from various writers some new, some old
and some from totally off the map. I may also C&C something I find in an
archive and happen to read and I try to CC to the writer. I HOPE that this
way I'm not too hidebound.
Anyway, that's my take on this..
 Now I'm outta here.
 I'm to bed.
The sun's coming up and the frigging birds are starting to sing. :)

I met a Lady in the Meads,
                    Full beautiful, a faery's child,
Her hair was long, her foot was light
                    And her eyes were wild.
