like a film noir Kodachi, acted like Kasumi, let everyone kill each other
off while they stared at her cleavage, and then trounced the one who was
left...

Well, in the second round, everyone was wise to her strategy, although
they hadn't tired of her cleavage, apparently...

As to the actual question, I think Nabiki would do very well.  Akane would
probably play too conservatively and lose.  Shampoo would probably
overcommit herself and lose.  Mousse would make stupid mistakes because
he's blind.  Kodachi would play well, but I don't think she could overcome
the temptation to cheat.  She would either win or be disqualified --
probably the latter.  Tatewaki would talk about how the fighting spirit of
Japan can overcome the greatest of obstacles, spend his troops in stupid
banzai charges, and lose.  Cologne would whip everyone's asses, and I think
we now have a winner.

Very succinct and probably very accurate.  It would likely come down to a
faceoff between Nabiki and Cologne... and who wouldn't want to see *that*?
