Well, they've only been advertising it for the past couple _months_ as "Best Ranma
Fanfic Poll of 1997" and since it _is_ the only poll currently on the FFML (and
one of two on the web) they probably thought nobody would be stupid enough to
misunderstand them.  Obviously they were wrong.

Or were they stupid enough to try and imply that is was some kind of  "official" poll that
 the  FFML had something to do with in order to hype their fics? 

"Best Fanfics of 1997" and" Best Ranma Fanfic Poll of 1997" have two entirely different 
meanings you know...
