Perhaps, but the script book I used as reference had the scene take
place BEFORE the Emeral City.

Dorothy and the others ran across the field of poppies in order to get to the Emerald City. The Wicked Witch of the West used the poppies to put Dorothy, Toto and the Cowardly Lion to sleep. The scarecrow and tinman tried to carry them, but couldn't so they called upon Glinda, the Good Witch of the North, who then made it snow and removed the poppies' spell.
