Well, I agree, this by itself is not enough to nullify the engagement.
Kodachi knew this, and was sufficiently motivated by her victory over
Ranma to find a way around the Tendo-Saotome agreement. So she went to
the head of the Saotome family - Genma. She convinced him to break the
engagement between Ranma and Akane, and to make a new vow between her
and Ranma.
Or did she not protest enough so they considered her silence
agreement?
Kodachi, like Tatewaki, is quite adept at not seeing what she doesn't
want to see, not hearing what she didn't want to hear, and perceiving
reality in the way that best fits her desires.
