According to Dragon Ball GT, there are three sets of Dragon Balls.  One
was made be the Piccolo's other half.  One was made by the Namekian leader
(which is more powerful) and the third set is the one introduced in GT.
Although how they _all_ ended up on Earth is a mystery.
