Either way works. He fell in the Pool of Drowned Young Girl, the young was
mentioned, so he might stick in that age when a girl. HOWEVER, his female
body also changes. His (twiddle thumbs, before he continues) well, her
breasts grow a size or two during the series(it's a minor plot point in
one of the later manga), so that indicates that if the girl body can change,
then it can age. 

On the other hand, your breast size doesn't only increase with puberty.  It 
seems like Ranma eats more in Nerima than he did on the road, and that 
(especially extra fat in his diet) would explain the change.  Starve him and 
he'll shrink back to normal before getting scrawny.
