As I recall, the part about the not working was on the second page and Genma never read that far. Pity, such warnings should be placed BEFORE the technique.

But, you see, it _did_ work.  Ranma can do the Cat-Fist.  That's the plot
hole.

(May as well also ask why the tiger in the original Mousse story didn't
affect Ranma.)
