What I propose is a kind of informal rule which isn't there to be
enforced, just a kind of fanettiquette thing.
If some C&C comes your way. Keep note of who
sent it and, the next time they publish something, perhaps go a
little out of your way to give some advice or even just a 'hey thats
really cool'.

That's pretty much how I get C&C on my fics. I offer C&C to another writer,
and pop a note in the C&C that mentions one of my fics and I tend to get a
good amount of C&C that way. If someone is very good and they know it, I
still give them C&C on thier work; just because they are good doesn't mean
they don't need C&C. You can ALWAYS improve your writing. My rule of thumb
is to give C&C on pretty much everything I read, and if I read a lot of
something I give it a 'Draxon's Review Corner' session with ratings and C&C.
What really bugs me is when most of the people on the list take a single fic
and talk about it for several days, and seemingly forget the other fics they
could be doing C&C for, but hey, we're all just people. Live for the day, be
happy, and avoid flames whenever possible.
