He never claimed she had.  He just suggested that the cycle of
menstruation gets magically put on "hold" as long as Ranma is

Well, that's easy to do with bruises, since the injured body parts
are shared by both forms.  But this is *magic* we are dealing with
- it doesn't have to obey any rational assumptions.  Thus we have
no way of telling what would happen to her female parts and their
state when Ranko changes to Ranma.  One assumption is as good as
the other.
