This is a really good point. The one time it happens in the Manga for real
(vol.38) it's Akane who initiates, although I'm pretty sure she thought
that Ranma had already pledged his love -- I'm going off memory here so I
could be wrong. (Other people may think that the reversal jewel episode
also counts as a declaration of love but I've never seen it so I won't
comment.) I think in the manga there's a roughly-equal split in the
Significant Looks department but this is a vague impression so again I'm
not really sure.
One point to consider is that *most* (but *definitely* not *all*) fanfic
authors are male... and even putting that to one side, I think most of
us have been socially programmed to expect the male to initiate things.
