There's one obvious solution that solves all the problems: In Vitro
Fertilization; take one of Akane's eggs, fertilize with Ranma's sperm,
then implant in onna Ranma.  You could even deal with the cost issue
by having researchers fascinated by the curse do it for free ( I
rather liked the recent Ranma and a bunch of scientists scene in
Chasing the Wind... ).
