Yes he can, read vol 20, where these 2 ki-blast attacks make their appearance. But Ranma just can't feel "heavy" enough to use it at it's full potential. However, he is better at confidence, hence the "mokotakabisha"

Actually, Ranma manages the Shishihoukoudan a coupleof times, but it 
doesn't suit his style so he develops Moukou Takabisha instead.

It's all pretty small beer compared to Hiryuushoutenha, anyway.
