The "SO WHAT" (as far as I'm concerned) has to do with "the duty of
intellectuals to be intellegent."  By incorporating known lies and
propaganda into your story, your are furthering a morally questionable
enterprise.  I would hope that such a potential for moral complicity
would give you pause....
     Is this referring to the number of nukes owned by China? If so, I think
we can assume that China, if it was going to attack the U.S., would stock up
on nuclear weapons before attacking the U.S. By doing so, this null-and-voids
the previous statements that China doesn't have enough nukes to wipe out the
U.S. Furthermore, while Japan might not be fully interested in building bombs
to threaten everyone, it just may decide that building radiation shelters
would be a good thing, considering its proximity to China, and China's
quickly increasing bomb supply.

  If anywhere something doesn't fit with your facts and research,
  consider it a plot device. As I said half-jokingly in an earlier
  post, I am a theatre major, not a political science, science or
  physics major.
And I don't think you have a duty to become an *expert* on the
subject, but I do think you have a duty to be minimally accurate.
     I personally think he has been, at least, minimally accurate if we
assume that China's been stocking up on nukes to blow up the US. It doesn't
have (with 60 warheads, as I think someone else mentioned earlier) enough
destructive potential to destroy the major population centers, and would
basically just get itself wiped out rather quickly.
